No. The deal feed on this page is public — you can browse it and search past deals without signing in. An account is what lets you subscribe to individual sets, mute sets you do not want to hear about, and receive Discord, browser and push notifications.
The discount compares the retailer's current price with the set's MSRP, not with an earlier sale price. A set listed at $40 against an $80 MSRP shows as 50% off, and anything selling at or above MSRP is labeled "At MSRP" instead of a percentage.
